This NYP article describes exactly what I was referring to in my earlier post. The billionaire CEO refused to follow proven safety regulations in the construction of his submersible. He was operating in international waters as he would not be allowed to carry passengers in USA waters.
The story mentions Brian Kemper of MTS. Brian is also a member of the ASME PVHO committee which writes the standards for building & maintaining submersibles. I sponsored Brian for his first subcomittee on the PVHO committee.

PVHO-1 is a building standard & PVHO-2 is a maintenance standard. A passenger carrying submersible is required to meet the PVHO standard in order to carry passengers in the USA.
I predicted an event like this over a dozen years ago as I warned the industry that the only thing protecting them from harsh government over regulaton was/is their excellent safety record.
This was/is a passenger vessel operation that would have been illegal in the USA, yet the US Coast Guard is responding as if it was one of their own.
The US Coast Guard is not, and should not, be held accountable for the loss of the submarine. USA passenger vessel submarine operators are not, and should not, be held accountable for the loss of the submarine.
US Coast Guard certified passenger vessel submarines, that meet ASME PVHO standards, have been safely operating in the USA for over two decades.
